Yes, it can, but there’s several things to remember. Senso Lock is a locking floating floor. The whole idea is to keep the surface as flat as possible. There is almost always subfloor preparation, so if you are layering over ceramic tiles, your installer will have to level out the ground lines. If you have uneven concrete or deviations in your concrete, that will also have to be smoothed out. No padding underneath and no cushion floor because the whole idea of a locking floating system is no cushion, because if you add balance to that floor, you are most likely to have separation in your planks.
